Innovation, Technology & Digital Literacy

Supporting newcomers in North East Toronto to independently and confidently access and navigate essential digital services, without systemic barriers related to language, income, disability, age, or immigration status.

Digital exclusion is increasingly shaping newcomers’ ability to access housing, employment, immigration services, education, and basic supports.

This Work Group, established in Winter 2026, focuses on co-developing practical, equity-driven approaches across three interconnected areas:

  • Strengthening supports for digital literacy and system navigation for newcomers
  • Building the digital capacity of grassroots and community-based organizations
  • Advancing structural and policy change so digital systems are more accessible, inclusive, and accountable

The Innovation, Technology and Digital Equity work group have been exploring the research and first-hand experience of newcomers accessing hybrid services and existing in a digital-first world. A plan is being finalised focused on activities which provide direct and immediate support of newcomers, build sector capacity, and help to align digital systems for inclusive access.
