This report presents the findings, strategic recommendations, and proposed transition plan to guide the integration of the Toronto East Local Immigration Partnership (TEQ LIP) into the Toronto North Local Immigration Partnership (TNLIP). Initiated by Immigration, Refugees and Citizenship Canada (IRCC) in late 2024, the integration aims to create a unified, community-responsive Local Immigration Partnership model that builds on the strengths, knowledge, and networks of both Scarborough and North York. Between February and May 2025, a consultation and research process was undertaken to assess the current structures, identify strengths and challenges, and identify opportunities for building a collaborative and sustainable LIP model that could serve the broader quadrant of North and East Toronto. The process included a SWOT analysis, document review, dialogue sessions with LIP staff and leadership, key informant interviews, and analysis of a partner agencies survey.
