In 2025, the Toronto North LIP (TNLIP) and Toronto East Quadrant LIP (TEQ LIP) merged to form the North East Toronto Local Immigration Partnership (NET LIP). NET LIP is the amalgamation of the geography of Toronto North LIP (TNLIP) and Toronto East Quadrant LIP (TEQ LIP), which covered North York and Scarborough respectively. The strategic priorities identified in this document emerged from a broad strategic planning process which took place from April to November 2025 and included a consultant led inquiry in order to develop a Transition Framework for TEQ LIP and TNLIP to become a single new LIP from February – May 2025.
