Our Strategy

NET LIP is a multi-sectoral planning tables that bring a cross-section of stakeholders together to identify ways in which to support settlement and integration of immigrants into local communities.

NET LIP Settlement Strategy for 2026-2029

The North East Toronto Local Immigration Partnership (NET LIP) was established in April 2025 following a transition initiated by IRCC from four to two community LIPs in Toronto. The previous LIPs included Toronto North, Toronto East Quadrant, Toronto South and Toronto West LIPs. NET LIP is the amalgamation of the geography of Toronto North LIP (TNLIP) and Toronto East Quadrant LIP (TEQ LIP), which covered North York and Scarborough respectively.


In collaboration with our member agencies, we continue to focus on our five pillars: Employment & Labour Market; Equity & Belonging; Health & Wellbeing; Innovation, Technology & Digital Literacy; and Settlement & Language. These areas address the many barriers experienced by newcomers in receiving culturally appropriate healthcare, challenges in finding suitable employment, and accessing settlement services.

With guidance and feedback from our members, we have established four Strategic Priorities for approaching our work:
